There was a large volume of proposed changes to the By-laws, Administrative Procedures and Enclosures. For brevity sake just a summary of the proposal is listed along with it's status at the end of Convention.
Proposed Change #1: Article Five, Section 540 Members and Article Six, Section 605. Added that no person may be accepted for membership who is currently incarcerated or or supervised probation for any felony conviction or any misdemeanor conviction which resulted in incarceration for more than two years and is either currently incarcerated or on active supervision. Also changed the language on the Membership Application to reflect such change. PASSED
Proposed Change #2: Section 600 Membership Eligibility. Proposed to require that not only must an applicant have served at least 90 days on active duty or accrued at least 90 "drill" credits but must also have earned the right to wear the Eagle, Globe and Anchor and have earned the title "Marine" REJECTED
Proposed Change #3: Section 600 Membership Eligibility. Corrected a typo in the wording "and have earned no less that ninety (90)" to read "and have earned no less than ninety (90). PASSED
Proposed Change #4: Add Section 603 where none currently exists. Would have created a list of offenses for which conviction of would have barred an applicant from joining the League. REJECTED
Proposed Change #5: Admin Procedures Chapter Three, Section 310 (d). Struck the current language dealing with the Card and Label Committee as the committee does not currently function and the business of the committee is handled by the National Executive Director under By-laws Article Three - Section 310(a). PASSED
Proposed Change #6: Admin Procedures Chapter Three, Section 300 (h). Eliminated the National Corporate Membership Committee and replaced it with a National Ways and Means Committee. PASSED
Proposed Change #7: Admin Procedures Chapter Nine, Section 900 (g) SERVICE OF NOTICES. Provides for clarification of who must be served notice by certified, return receipt mail. PASSED with amendments
Proposed Change #8: Admin Procedures Chapter Nine, Attachment 2. Would have stricken current attachment 2, "A Sample Hearing" and replaced it with "Ritual For Conducting a Hearing Board". TABLED and sent to the Admin Review Board for review and rewriting
Proposed Change #9: Admin Procedures Chapter Nine, proposed Attachment 4. TABLED and sent to Admin Review Board for rewriting.
Proposed Change #10: Admin Procedures Chapter Nine, proposed Attachment 5. TABLED and sent to Admin Review Board for rewriting.
Proposed Change #11: Admin Procedures Chapter Nine, Section 901(h)(1). Clarifies that the "participating" parties that the National Judge Advocate must notify regarding rulings on an appeal under this subsection are the National Commandant, Department Judge Advocate, the Department Commandant, the Petitioner and the Respondent. PASSED
Proposed Change #12: Admin Procedures Chapter Nine, Section 904. Removing the Department from financial responsibility for the costs of travel and lodging expenses for a Hearing Board incurred by a hearing board for an individual or detachment that appeals the decision of a Department level Hearing Board. REJECTED
Proposed Change #13: Admin Procedures Chapter Nine, Section 909. Reformate paragraphs and subsections to conform to appropriate numbering and lettering. PASSED
Proposed Change #14: Admin Procedures Chapter Nine, Section 909. Makes more explicit the requirements of counsel for hearings for petitioner. REJECTED
Proposed Change #15: Admin Procedures Chapter Nine, Section 909 subsection (C) subparagraph (a)(3). Same as #14 but for respondent. REJECTED
Proposed Change #16: Admin Procedures Chapter Nine, Section 909 Procedure, subsection D. Redesignates 909(D)(7) as 909(D)(b)(7). Corrects a typo that used a subsection that did not exist. PASSED
Proposed Change #17: Admin Procedures Chapter Nine, Section 909. Would have added a new section, 909(D)(b)(10), regarding requesting copies of proceedings. REJECTED
Proposed Change #18: Admin Procedures Chapter Nine, Section 909. Would have added a new section, 909(D)(b)(11), concerning breaking off the tape on taped copies of recording of hearings to prevent alteration. REJECTED
Proposed Change #19: Admin Procedures Chapter Nine, Section 909. Provides new setion 909(H) Duties and Responsibilities of the National Judge Advocate concerning the requirement to notify MODD in the even MCL either suspends membership or expells a member from the League in order that MODD will be aware that if the member is in the MODD that he/she is no longer in good standing in the MCL which is a requirement for membership in MODD. PASSED
Proposed Change #20: By-law section 900. Proposed that each subsidiary organization may adopt by-laws and administrative procedures as necessary to establish procedures for dealing with unauthorized electronic access. TABLED and forwarded to National IT (webmaster)
Proposed Change #21: Admin Procedures, Chapter Ten, Section 1005(new paragraph (b) (and subsequent renumbering current (b) as (c). - Respect. Proposed that the Bible be closed during presentation of monetary proceeds from gaming, raffles or ther games of chance. REJECTED
Proposed Change #22: Enclosure Three , Section V MCL Covers, Subsection C - Insignia. Provides that the only insignia authorized for wear on the MCL cover is the anodized solid gold color or polished brass Marine Corps League Emblem on the left side. Previously indicated on the solid gold emblem. PASSED
Proposed Change #23: Enclosure Three - Ceremonial Uniform - 1st paragraph only. Khaki uniform shirst are no longer authorized for any wear with Marine Corps League Uniforms. PASSED (standing vote 140 to 45) (This topic was hotly debated and subject to amendments and two standing votes. The final outcome is no khaki shirts.
Proposed Change #24: Enclosure Three - Ceremonial Uniforms - proposed to limit ceremonial uniform to specific functions and certain designated members. The proposed change was not published in its entirety and therefore has to be resubmitted for consideration by the body in convention assesmbled. NO VOTE
Proposed Change #25: Enclosure Three - Marine Corps League Formal Dress. Proposed to authorize the wear of the a Kilt of the "Leatherneck Tartan" with long black socks. REJECTED
Proposed Change #26: Enclosure Three Paragraph III (E) - Proposed new paragraph by adding paragraph E authorizing mounting MCL only (NO DOD in this manner) up to five per row without any overlap. Approved
Proposed Change #27: Enclosure Three - Casual (Red Blazer). Would authorize the wearing of Dress Blue Trousers with Blood Stripe with the Red Blazer as part of the Casual uniform. REJECTED
Proposed Change #28: Enclosure Four. Would set the Marine Corps League National Marine of the Year ribbon in the Order of Precedence just prior to the Division Marine of the Year ribbon. REJECTED. The ribbion has not yet been approved by the body in convention assembled.
Proposed Change #29: Enclosure Four. Marine Corps League Community Service (JROTC). Would permit subsequent authorization of award to individual with use of the EGA device to signify additional awards. REJECTED
Proposed Change #30: Enclosure Four. Proposed to add Marine Corps League Unit Commendation Ribbon Award (MLR) recognizing Young Marines on the local, Department, Division and National level. Award was actually authorized, according to the authors of the proposal, at the National Convention in Denver in 1999. For whatever reason it was never added to the list of awards authorized the MCL. PASSED
Proposed Change #31/32: Enclosure Four. Proposed the add to the ribbons and medals authorized by MCL on for Ceremonial Color Guard. (numbered as both 31 & 32 in error by National.. REJECTED
Proposed Change #33: Proposed Enclosure 9. Would authorize specific responsibilities for web sergeants. REJECTED
